SUMMARY
On 8 August 2023, BRIAN FLETCHER and RHONA FLETCHER of Bright Eyes Boarding Kennels & Cattery, 11 Corntown, Dingwall, IV7 8HR, conducted a sustained campaign of harassment, noise nuisance, and physical assault against myself and CARRIE-ANNE MACDONALD. This included trespass, punches thrown at my head, pushing CARRIE-ANNE to the ground causing injury, and RHONA FLETCHER laughing as she watched, meaning she was an active participant. The assault was preceded by months of targeted harassment based on our disabilities (autism and misophonia) and included threats of violence, malicious complaints, and defamation. Despite multiple attempts to resolve issues peacefully, including a legal letter requesting reasonable accommodation. BRIAN FLETCHER then escalated to physical violence, egged on by RHONA FLETCHER. This report documents the full timeline of events, evidence, and failures by authorities to address this hate-based campaign against a disabled family.

BACKGROUND AND PATTERN OF HARASSMENT
THEFT
The harassment began with theft. Someone connected to the FLETCHERS stole property from our place. We caught them. The FLETCHERS never said a word to me in the years I was there, presumably annoyed that their friend got caught. The police did nothing when we caught the burglars, presumably because they were Scottish.
NOISE NUISANCE AND REFUSAL TO ACCOMMODATE DISABILITY
BRIAN and RHONA FLETCHER own the kennels adjacent to our property. For years, their dogs barked and cried through the night. They made no effort to tend to the animals or quieten them, often for hours and hours on end. For me, and CARRIE-ANNE MACDONALD, this was unbearable. I have misophonia and PTSD from the deaths of my own dogs. Hearing animals in distress constantly was not just annoying – it was psychologically damaging.
We made multiple attempts to resolve this peacefully. I tried to introduce myself to RHONA FLETCHER – she turned and stormed off without a word. We explained our disabilities. We explained the PTSD. We brought gifts. We tried everything.
They did nothing. But I learned they had made significant efforts for another neighbour, who was Scottish. Just not for the disabled English people.
LEGAL LETTER AND POLICE HARASSMENT
We sent a legal letter requesting hedges or soundproofing. The FLETCHERS responded by calling the police. An English Black woman officer from London was sent to our home. She asked us to move out.
Let that sink in. We asked for reasonable accommodation for our disabilities. The response was to send a police officer to suggest we leave our home – a home CARRIE-ANNE’s family has been connected to for generations. This was illegal, discriminatory, and morally repulsive. The fact they sent an English officer when the land is connected to the Highland Clearances is insane.
MALICIOUS CROFTING COMMISSION COMPLAINT
GRAHAM and SHEILA, our other neighbours at 12 Corntown, joined the harassment. They made a complaint to the Crofting Commission about weeds on our property. This forced us to spend significant money and time addressing it. This was pure retaliation for our noise complaint.
THE ASSAULT – 8 AUGUST 2023
The kennels were making excessive noise early in the morning. It had been going on for hours the previous day. I was exhausted and distressed. I asked them to keep it down.
RHONA FLETCHER responded by giving me the finger.
I called the police to report the ongoing noise and harassment.
Shortly after, BRIAN FLETCHER climbed over the fence, walked across our large field, and came onto our property with clear violent intent. He was in a rage. He attempted to access the caravan where I had been staying. Not finding me there, he stormed round the corner toward the house where I was on the phone to police.
I came out to confront him. I was anxious – there was a child in the house, and I did not want him near her. I met him just behind the barn, out of sight of the neighbouring properties.
He walked right up to my face. He swung his fist at me and missed. He got close enough that I could feel his breath. He said: “You don’t own this place.”
I took this as a racist and ableist comment. I am English. We literally do own half the property.
I kept stepping backwards, trying to keep distance. He kept advancing. I shouted at him repeatedly to get off our property. He refused. I was aware of the threats from his family – ANDERS had threatened to glass someone’s face – and I did not know who else might be on his property ready to attack.
RHONA FLETCHER watched from a field away. She did nothing to stop him.
I saw GRAHAM and SHEILA watching over the fence. Given their previous malicious complaint, I was concerned they would make false accusations. I videoed my hand touching BRIAN’s arm to encourage him to leave – I wanted proof that I was not assaulting him. He would not move.
I should have restrained him until police arrived. I did not. I was trying to de-escalate.
CARRIE-ANNE came running out in bare feet, screaming at him to leave. He would not leave. He started swinging punches at both of us. CARRIE deflected some of them. He pushed CARRIE to the ground. She injured her feet on sharp roots.
RHONA FLETCHER laughed when CARRIE fell. I turned around and notice SHEILA was looking at me as though I had done something wrong, she has had a vendetta against CARRIE for years before I ever met her. I was confused that she wasnt telling BRIAN FLETCHER to leave, then i realised she would try and attack me herself.
CARRIE physically shoved him away from us while he was swinging at my head. She pushed him off the property.
CARRIE shouted at the neighbours: “You are trying to drive a disabled family out.” She knew they were part of the harassment and attack.
GRAHAM said: “Yes.”
Let me repeat that. He admitted it to our faces.
The ableist clown show fucking Scottish police literally attacked us for this incident, causing CARRIE-ANNE to shake uncontrollably in an alarming way I had never seen her do before. This foreshadowed a serious illness which was triggered by this incident.
